Can't just create a table without quota

The person who asked about using create any table in another schema was worried about the system tablespace. You gave him a procedure. But with resource limits enabled, no quota for system TS for the Oracle user, and unlimited tablespace revoked. I don't think you could create a table in system even if you did have the create any table privilege because you just can't create a table anywhere unless you have some quota.
Your course of action is correct. Sometimes, when giving advice, one tends to go down the road they think of first. In this case, I did suggest a stored procedure for implementing the solution. In hindsight, and with your suggestion, the QUOTA solution is a much more elegant solution.
