Can a tablespace be online if the db isn't open?

Is it possible to make a tablespace online if the database is not in the open state? We have taken PSAPROLL offline and shut down the database, but now when we try to open the db it is giving us an error that we are not connected to Oracle.

You cannot make a tablespace ONLINE unless the database is OPEN. If the database is in NOMOUNT or MOUNT mode, then you cannot access the database datafiles. So you'll have to open your database to access the table's contents.
