I don't think that Oracle 7.x was ever run on Windows 2000 systems. I'd focus on solving the problems encountered with the 8i release. Better yet, I'd install 10g and see what issues you have with it. It will benefit you to stay current on releases as the best support is guaranteed with the most recent releases.
