Best means for capacity planning

What is the best means to do capacity planning? We have transaction counts and such, but we are not sure what really gives an accurate view of the load on the server, and we need to justify clustering and a SAN.
Don't decide to justify something before you know you need it! Here are some of the questions to ask yourself: Is I/O a bottleneck? Is disk space tight? Is your CPU use maxed out, with a significant run queue length? Most of all, is your database design sound, and is your SQL scalable? The answers to those questions will point you in the right direction.
