Can we use the OOAD to design an Oracle database?

Sure! Oracle10g has full support for polymorphism, inheritance and most all of the OO constructs. Be warned, however, that the OODB features of Oracle are not widely used, and many companies place the OO layer at the application (C++, Java) and store persistent objects inside Oracle BLOB datatypes.
