I am a business user who's now involved with a data warehouse project. I was hoping to get a basic understanding of what reference data is and any issues surrounding it, especially as it pertains to constructing a data warehouse/corporate information library.

I am very happy to see that a business user is getting involved in a data warehousing project. This is the best way to assure the success of the project.

So now that you are ready to roll, you should look at providing the project with a number of different informational items. You should provide: business requirements, business processes, business rules, business definitions. Together these will form the basis upon which the warehouse will be constructed. It is important that you provide input into the data you have available and the reporting that you would like to see come from the data warehouse. You should have the ability to define what information should be contained within each report and where this data might reside today.

It is up to you to guide the project. You must understand that you are the conduit between the business and IT and as such your role is to communicate the needs that the warehouse must satisfy. If you know that your data quality is poor, this must be communicated. If you are integrating multiple data sources then you will need to aid in defining how the data will be integrated and which system will be the authoritative source. For example, if you have two different systems updating a customer dimension, then you need to decide which is the most correct, since updates could overwrite data that is more accurate.

The best advice for you I can provide, is that you become part of the project team. This must be an active role, one in which you provide the leadership and knowledge to guide the project to its successful conclusion.
