Is there any mechanism to restrict the Oracle DBA to view the application's data other than data vaults?

EXPERT RESPONSE
Oracle introduced the Virtual Private Database (VPD), also called Fine Grained Access Control (FGAC), to restrict access. With FGAC properly set up, even the DBA will not be able to see restricted application data. Please look at these features in the Oracle documentation.
