If you are using third-party applications in your environment that rely on an Oracle database, I would suggest contacting the vendor prior to upgrading to 10g. First, you will want to ensure that their application(s) is certified on Oracle 10g before you upgrade. Second, the vendor will be able to tell you specifically what will change in an upgrade from Oracle9i to 10g since they are very familiar with their application.
With respect to your question regarding the differences between Oracle9i Enterprise Edition versus Oracle Database 10g Standard One … are you referring to the differences in features? If so, I would recommend reading through the Oracle Database 10g Release 2 (10.2) New Features Guide. Another good reference is the Oracle Database 10g Release 2 (10.2) Upgrade Guide.
Finally, with respect to your question about using Oracle9i client with a 10g database, once again I would contact the vendor of the third-party software you are using and ask this question. Technically, an Oracle9i client will connect to an Oracle 10g (R1 and R2) database provided the client is at least at release 9.2.0.4. The vendor will be able to advise you on whether your clients must be upgraded to Oracle 10g immediately or whether they can stay at Oracle9i and be migrated in phases.
