The steps to migrate to a RAC cluster are many, involving everything from the
business case to migrate at all, to verifying your application is compatible
with clustering, to hardware purchases, to educating support staff, to
testing. That's not to say it is overly complex, but it is a major decision
and a lot of thought should go into it.
Once you have made the decision to cluster your database, this documentation
from Oracle provides a step-by-step process in much more depth than I can
provide here.
