I will take a shot at your question. It is a pretty general one and I think I will take the general approach. The creation of a DBMS is not a single task or one that is undertaken without careful analysis and planning. The design of the database objects and the deployment of the database must be built to support the business needs that the data is meant to satisfy. Once this is done you can then start the physcial deployment of your database. I think you might want to look into the lifecycle to construct a database.
