That is a large task that could take years to accomplish. My suggestion to you would be to contact Oracle Education and discuss your current and future job with them so they can recommend the proper training for you. The very basic class they offer is one on navigating the application. If you have never logged in, this one really helps a newbie.
As far as reading the manuals to learn the application, I do not recommend that. Some of the manuals even tell you not to do that. They are for reference and research.
The best advice I can give you is go to a training class that fits with your area of work. From there, find a user at your company that understands Oracle, but more importantly, understands how your company uses Oracle.
Each company is different, so the trainer may not cover every aspect of your configuration. Once you can apply what you have learned in class to how your system is configured, then the true comprehension begin.
