QUESTION POSED ON: 07 September 2005
I'm having a problem when I'm trying to connect to Oracle. I get the message ORA-01033: "ORACLE initialization or shutdown in progress." I wait for 30 minutes and the message still appears.

EXPERT RESPONSE
Try connecting as the SYS or internal user (depending on the version); this user has the ability to connect even if another session has started a shutdown. It sounds like someone has issued a shutdown command with no options or a shutdown transactional with a long running transaction present.

If someone attempted a shutdown with no options it will wait until everyone has logged out to perform the shutdown.
