Oracle Applications Manager (OAM) is what you need and you should already have it. It will allow you to monitor your system from summary to detail. You can get detailed information on who is logged in, what responsibility they are using, what SQL they are running, wait times, etc.
You must have System Administrator responsibility for the instance in order to log in. Also, it cannot be a custom SysAdmin responsibility, it must be the standard Oracle delivered one.
To access it from a browser, it will be http://<your apps server_name>:<port#>. This should take you to the install portal screen. Click on "Apps Login Links" and then OAM. There are loads of white papers and tutorials on the Oracle Web site.
