Our password standard is a combination of special characters, capitalized letters, small letters and numbers. It seems Oracle either doesn't accept special characters, or we don't have that feature turned on. Can you tell me if Oracle password supports special characters? If so, how can I turn it on? The last time I tested it didn't work.

I think that it will, but you'll have to enclose the password in double quotes.
create user bob identified by "2eow@@#s.2~!";
...
SQL> connect bob/"2eow@@#s.2~!"
At least that works for me with Linux and 9.2.0.6.
