I am running a small application on Oracle9i Standard Edition (version 9.2.0.1.0). The application got abnormally aborted once. Now everytime I try logging in to the application, the ORA-01033 "Initialization or shutdown in progress" error message appears.

It sounds like the database has gotten "hung up" somehow and needs to be restarted. Log in with SYSDBA privileges and try to do a SHUTDOWN ABORT and then restart the database. You didn't mention which OS you're using but if it's Windows, you could also stop the database service, then reboot the server to restart.
