javaw.exe file not found on Oracle Client 9i install

I am trying to install Oracle Client 9i on a Windows 2003 server. When I run the setup.exe file it gives me an error about the javaw.exe file not being found. We correct that and do not get an error but the client still will not install. It flashes a black screen and then kicks itself out of the process. Is there any other known problems with Oracle Client that I should check to get this install complete?

Ensure that you are installing the proper Oracle 9.2 client for the Windows 2003 operating system. On Oracle's Technology Network (OTN) Web site there is specific Oracle9i release 2 database and client software for both Windows XP and Windows 2003 Server operating systems.
