It should run over a dial-up connection. If it runs on intranet, but not internet (extranet)/dial up, a common problem is that a firewall exists on your system. You need some additional configuration to work properly. Check your Forms Server (6i? 9i?) documentation, chapters 9 and 10. For instance chapter 9.3.3 deploying on network with remote dial-up access. You may need to consider using RAS or VPN.
