Why does HRMS go live before Financials?

Why does Oracle HRMS go live before Financials? Any input or case studies for something like that? I would appreciate your post. Thanks.

You need HR (installed or shared) because Oracle Applications is multiple organization (Multi-Org) enabled, whether your organization uses this or not. Because of this, you need to have at least one organization defined as a Business Group in the Organization Classifications. HR is where you define Organizations.
