Normally a certification is retired when the 2nd major release above it comes up. For instance, the Oracle 7 cert program was retired when 8i came out (v8 was the 1st release after 7, v8i was the 2nd release). As far as I know, that is still the schedule they follow. So, that should mean that the next "full" release of Oracle (say Oracle 10i) would be the version that would cause the 8i cert to be retired.
