Using Perl scripts to take an incremental data export

I want to take an incremental data export from 40 tables and import into a similar schema residing remotely. I need to write Perl scripts to do this task. Is there a way to do this in Perl? If not, then what is the right way to do this?

I would not reinvent the wheel if I were you. Oracle provides materialized views (which can be built upon existing tables at the target) and Oracle streams to accomplish this very thing. I would take the time to look over the manuals and do this using one of those technologies rather than come up with something I would need to support and maintain.
