We are currenctly running Oracle 9i Database on Windows 2003 Server and we want to migrate to Oracle 10g. Before installing to the actual server (Win2003), is it possible to use the same CD/DVD to install in a temp server and then after success, we can install to the actual server using the same CD? Will any problem come from the licenced CD/DVD we have bought for installing in two systems this way?

Yes, it is possible to use the same CD to install the Oracle software on a test server before you install it on the production system. Nothing will prevent you from installing the software, e.g., you will not be prompted to enter license keys, but you will want to review and adhere to your Oracle license agreement. From your question it appears that you plan to install the Oracle software to a temporary server for the purposes of testing the installation, and possibly the migration, with the intent of removing it after the migration if your production environment is successful. Contact your Oracle representative if you are uncertain whether this violates your license agreement.
