Tuning a new database vs. existing database

Are there differences when tuning a new database (just installed/upgraded) compared to an existing database? Should I approach tuning differently in one case?

It's always best to seek performance improvements by analyzing the application's actions and making changes according to your observations rather than attempting to "tune" the database as a whole. Having said that, however, many database and instance parameters do have a noticeable effect on performance; pay particular attention to such settings as the database cache size, shared pool size, PGA aggregate target, and session_cached_cursors as you run applications for the first time, and adjust them as necessary.
