We have Oracle 9i server on Linux and with a Windows 9i client. When we try to connect to the server it is giving a TNS error.

Then you have a TNS configuration problem. The most common problem is that the tnsnames.ora file on the client isn't configured properly or that the listener on the server isn't running. If you include actual error messages (with error numbers, like TNS-12545), you'll get better advice.
