I want to create a catalog database for my primary and standby databases. The size of the primary database is 1.6TB, so what should be the size of the catalog database or tablespace?

The size of your RMAN catalog is pretty small and not necessarily dependent on the size of your database. I typically start my RMAN catalog tablespace at 100MB and set it to auto-increment in 100MB sizes. However, I rarely see this tablespace grow much above 100MB in my environments.
