SID given in connect descriptor could not be resolved

While installing Oracle database 9.0.1.1.1 on Windows 2003, the database configuration assistant is not configuring and not starting after installation. The error is "class not found and the file is i18n.jar," but this file exists in the specified location. Secondly, while opening the database with OEM, I am getting the following error: "SID given in connect descriptor could not be resolved."

I am facing two problems.
Oracle9i database release 1 is not certified by Oracle to run on the Windows 2003 platform. This means that if you do install this release on Windows 2003 and experience difficulties, Oracle Support may not assist you.

With respect to the specific issues you describe, if the database configuration assistant is not starting then...

I'm assuming you do not have a database created. Second, if the database has not been created successfully then OEM will not be able to open it. The specific error you describe above means that the listener cannot find the requested service or SID.
