Running out of semaphores

I have a database server with 90+ DB instances. I am having problems creating new databases with the process size greater than 150.

I have a database server with 90+ DB instances. I am having problems creating new databases with the process size greater than 150! I get ORA-27300, 27301, 27302. Seems the total available semaphores is less. The Kernal values of semmni=4096, semmns=15000, semmsl=2048 and semmap=4202. The process size of the 90 databases are either greater than 150 and less than 300. Reducing the size is not helping. Need your advice.
You have run out of semaphores. Increase the Kernel semaphores setting. The following formula can be used to determine the appropriate size.
   SEMMNS = Sum(Processes parameter of each database) * 2
