How you retrieve the records depends on your backup strategy. Since TRUNCATE is a DDL command, you cannot roll it back. And you cannot undo the operation by mining the archived redo logs. If you have a backup, you can restore from the backup and roll forward to the point in time before your issued the TRUNCATE command. This assumes you are running in ARCHIVELOG mode. You will lose all transactions since the TRUNCATE command was issued.
