Do you have your ORACLE_SID, ORACLE_HOME and other environment variables set correctly? Do you have a listener.ora file and if so, is it accessible by the current path?
It sounds to me something like that is going on. It can't find something or perhaps you're not logged in as the "oracle" user and the user you're logged in as doesn't have the proper permissions to execute the lsnrctl.
