Search Metalink for the note on how to perform a complete deinstallation of Oracle from Windows. I'm not sure what the note number is, but it should be relatively easy to find. Basically, you need to delete the files from the ORACLE_HOME (as many as Windows will let you ), delete the services (from the registry), remove the softwareoracle key from the registry (it appears in multiple locations), reboot, and then delete the rest of the files. That's all from memory and I've probably missed a step or two, so follow the note.
