Performance degrading on indexed column

I have a column rj_date of the date datatype. There is an index on this column. The tochar() function in the index is not working, and the performance is degrading. How can I overcome this problem?

If you apply a function to an indexed column, the index cannot be used. Either apply a to_date function to the literal value in your WHERE clause (e.g., WHERE to_date('01/01/2006','MM/DD/YYYY') = rj_date) or create a function_based index on rj_date.
