I have applied 184.108.40.206 to 220.127.116.11 but it did not complete fully. The catpatch.sql and utlrp.sql scripts have not been updated. Unfortunately I don't have a backup, but if I go into OUI to try reinstalling the patch, it says it's already installed. Can you offer any advice?
This is where you want to have a good backup of your database, Oracle software and inventory before you apply a patch of any kind. If application of the patch set did not complete successfully, without a backup the best course of action is to reinstall the Oracle software to the level it was at before the patch was attempted. If this was a Critical Patch Update (CPU), there would have been a way to rollback the patch but not with a patch set such as 18.104.22.168. If the database was not affected, i.e., you did not start it up and try running catpatch.sql, then it should be OK to start up after the binaries are reinstalled. You might want to review the log files to determine what caused the failure so that you can avoid this problem next time you attempt to apply the patch set.
