Unfortunately, Oracle does not include a packaging utility for deploying Oracle Forms applications. So you'll have to rely on your own distribution methods or third-party software (such as Install Shield).

One reason Oracle does not have a package utility is that Oracle's direction is towards Web-based deployment. The only software needed on the client is a Web browser. Oracle Forms applications can be deployed via the Web if you desire.
