Is it possible to use Oracle9i as a CAD database; i.e. will the object relational features support such a database?

Yes, it is possible, but you will need CAD software that will store the CAD drawings inside the Oracle database. Whether or not this software uses user-defined objects is entirely up to the creator of the software.
