Oracle licensing with logical partitions (LPARs)

If we have an environment with two LPARs using High Availability with PowerHA and Oracle Database, should both LPARs cores be licensed? Or just the active node?

This can depend upon the specific configuration of the solution, as there are multiple configuration options for PowerHA with Oracle Database. There are configurations that would be considered an Oracle "standby" configuration, which requires both LPARs to be licensed. There are also some that may be suitable to fit into the Oracle "failover" configuration, which would only require the active LPAR to be licensed.
