You can download a fully functional version of Oracle from Technet. You will have to register for an account, but it is free. The only available version for download is Oracle 10g, which is the latest and greatest.

The question is about Oracle 8, and the article mentions Oracle 10g, but there are newer versions now (the current express edition is 11g, and the latest standard/enterprise version is 12c).
