ORA-12545 error with Form Builder in Developer 10g

I have already worked once with the Form Builder from Oracle Developer 10g, which I have installed on my computer. But today, when I try to connect to the database, I get the error "ORA-12545: Connect failed because target host or objet does not exist."

I have already worked once with the Form Builder from Oracle Developer 10g, which I have installed on my computer. But today, when I try to connect to the database, I get the error "ORA-12545: Connect failed because target host or objet does not exist." As an alternative to the solution, I have changed the IP address "localhost to 192.168.1.2" -- that is my IP address in the TNS name, but it did not work. I will appreciate your help.
The ORA-12545 error is indicating that there is no server at the IP address indicated by the TNS alias in the TNSNAMES.ORA configuration file. If the database is on your workstation, then "localhost" should work. If it does not, then try the IP address 127.0.0.1 instead. This is the same as "localhost." If 127.0.0.1 does work, then look in your workstation's hosts file to see if someone changed "localhost."
