I'd first install Oracle 10g or at least Oracle 9i since Oracle 7.3 was released pre-1990 and has been desupported for about a decade now. I barely remember working on 7.3 databases, and if you're running any recent OS, 7.3 is probably not supported anyway, so there's a whole host of likely OS compatibility problems.
Check your tnsnames.ora file for the connect descriptor and also check to make sure that the listener is running on the server.
