Not able to connect with Covus

We are using a third-party tool (Covus -- used for document labeling). Covus will work with Oracle Client 8.1.7. So I installed Oracle Client 8.1.7 and then Oracle Forms 6i. I am able to connect to Forms and Toad. But when I try to connect to Covus I am getting the ORA-12154 error.

I am not familiar with Covus so it is difficult for me to assist you with troubleshooting this problem. Are you able to connect from the same machine that Covus is installed on with another tool such as Toad or SQL*Plus? If you can connect to the Oracle database with another product or tool, I would say this problem is likely a configuration setting or preference within Covus.
