Menu/toolkit error in Server Manager

After invoking Server Manager (motif), when we create any user or tablespace from menu item, there is a menu-toolkit error. What is the remedy?

It looks like you are running into Bug 309615, which Oracle produced a patch for. I'm not sure if you will be able to receive the patch now since Oracle 7 has long been desupported. Oracle Support may ask you to upgrade to a supported version.
