I lost the pupbld.sql file. How can I get that file to create an Oracle 10g database?

The file is not needed to create an Oracle 10g database. This file is used to create the optional PRODUCT_USER_PROFILE table.

Probably the easiest way to obtain the file is to just reinstall the Oracle software. If you have another server, check there for the file and then FTP to your other server.
