In Oracle Applications? Great question. There are few ways to get the report.
1) You can list submitted concurrent requests using the view Requests, but cannot view them unless the system profile Concurrent: Report Access Level is set to responsibility. Then you would request a specific request using the ID and username of the original request. This profile is a system-wide setting, so you need to be sure that it's appropriate for all.
2) You could ask the admin to get the raw output file from the server, where the RequestId is part of the filename.
3) If you always want a copy of a report which is submitted by someone else, you could set up an alert to send you a copy.
