Function-based index or Oracle Text?

In this response, you suggest a function-based index. How will this help? Both queries produce a full table scan with a string search on each row? Oracle Text/Intermedia might be a better choice here.

With a function-based index (FBI) , there should be no full table scan (unless statistics haven't been gathered on the index so that it is available to the optimizer).

Oracle Text might be an alternative, but it requires considerably more setup. I'd test with the FBI before going that route.
