What is the meaning of refreshing a database frequently?

What is the meaning of refreshing a database frequently?
Typically, companies set up a production database and a development database. Some also have test databases. Over time, the development or test database will look different than the production database. The data will be different. Application developers may make schema changes to the development database as well. On occasion, it may be desirable to make the development or test database look exactly like the production database. This process is called refreshing the database from production. The most common method of refreshing the database is to use the export and import tools.
