Errors causing Oracle instance to shut down

I'm running Oracle 9i on Windows 2000. I found the below messages in the Alertlog and LGWR logs. The Oracle instance

shut down because of those errors. Any ideas? All the online redo files are in place.

ORA-00321: log 3 of thread 1, cannot update log file header
ORA-00312: online log 3 thread 1: 'E:ORACLEORADATADMDBxFREDO03.LOG'
ORA-27091: skgfqio: unable to queue I/O
ORA-27041: unable to open file
OSD-04002: unable to open file
O/S-Error: (OS 32) The process cannot access the file because it is
being used by another process.
error 321 detected in background process
ORA-00321: log 3 of thread 1, cannot update log file header
Some process has a hook into the redo log file mentioned above. If you are not sure which process, then I would recommend rebooting your Windows server. That will clear up all processes. The Oracle database should then be able to access this file.
