I ran into a similar problem when I was first using Dreamweaver UltraDev. The problem was that I was not using Oracle's ODBC drivers to access the database. You'll want to install Oracle Client software on the machine that will run your JSP or ASP page. Then create an ODBC DSN using Oracle's ODBC drivers. That should solve your problem.
