Error when seed database is created in Windows98

I recently downloaded Oracle 9i personal edition for Windows98. I'm installing it at home for practice. During installation I received an error while the seed database was being created. It was 50% completed when the oradim failed. I closed the MS-DOS window with the Ctrl+Alt+Delete option. When the console opened the winoldap was not responding. I tried several installs into different folders using the different options, but the install...

failed at the same point. Is there anything that I'm doing wrong. Can you help? Installing Oracle on Windows 98 has been tricky in the past. Whenever I've run into this type of thing in the past, I've always completely removed Oracle and then reinstalled. For instructions on wiping Oracle from your system, refer to the following link, then try the whole process again:
