Error message after installation of Oracle 9i on XP

I've completed my install of Oracle 9i on XP professional. I'm getting the "ORA-12541 TNS NO LISTENER" error. How do I fix this? I'm a student installing on my home PC so my Oracle knowledge is limited. The service is set for automatic startup, but I'm still getting the error. If I try to start the listener through the service I receive another error, "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. Do you know what's going on?

Go to a command prompt and type "lsnrctl start". After that, in your services control panel, you should see a new service called something like OracleTNSListener. It should be created with the startup mode set to automatic, so it should start at boot in the future.
