Is it possible that SERIAL# changes during a session logon time?

The SERIAL# does not change during a connected session. That session would have to disconnect and reconnect. It is possible for the application to obtain the same SID, as seen in V$SESSION. But the SID,SERIAL# combination will be unique for each and every established connection.
