Cannot log in to issue a STARTUP command

Hello, I got your reply for the error ORA-12528 but when I try to connect and perform another SHUTDOWN on the database and then issue a STARTUP as per your suggestion, the system does not allow me to even log in. It gives me the error "ORA-12528: TNS:listener: all appropriate instances are blocking new connections." Please tell me what to do?

If this is on Windows, restart the services for the instance and the listener.

If you still have the problem, then you will have to configure your Listener for static database registration instead of dynamic service registration. The Net Services guide has more details, particularly Chapter 10.
