Can't resolve service name in 9i

I have a problem installing and running an Oracle9i database. I installed Oracle9i successfully on Win2000 and made a database and installed tnsnames and listener files, but I can't connect to it. I receive this message: Could not resolve service name.
The problem appears to be that you do not have an appropriate entry in tnsnames for the instance you're trying to connect to. Make sure that the entry you have in tnsnames matches exactly the name you're using when you try to connect. For instance, if you're trying to connect to an instance "test", then the entry in tnsnames must be called "test".
